Rockport school committee advances six policies to first reading, drops two as operational

The Rockport School Committee voted Oct. 2 to advance six district policies for a formal first reading and to remove two other policies the policy subcommittee recommended dropping.
Mark Lorenz, who presented the subcommittee's work, said the group reviewed Section I of the policy manual and recommended that ADC, BEDH, GBED, GBEE, GBGE and GCRD move forward as first reads while BHD (community relations) and GDD (staff support/vacation) be dropped because they are redundant or operational. "We made good progress on that section," Lorenz said during the meeting.
Committee members pressed for clarification on the process and the legal basis for removing items from the manual. A member noted that legal counsel advised dropping the staff support/vacation language because the collective bargaining agreement and other contracts already govern those matters. The committee confirmed its usual practice: a policy is presented as a first read, returned for a second read and then brought to a vote at a later meeting.
Chair Kathy Riley called for the motion to accept the six policies as first reads, the motion was seconded and the committee approved it by voice vote. The committee also voted to drop BHD and GDD after discussion that those topics are covered elsewhere and do not rise to the level of board policy.
The superintendent and subcommittee said any state-driven changes that occur after adoption will be incorporated later; members also noted the district will update website language so public-comment procedures align with state law. The policy subcommittee said it will return the policies for a second reading at a future meeting, when the board will take a final vote.
Next steps: the six policies will be posted for the required first‑read period and come back to the committee for a second reading and final action at a later meeting.
