Council approves plans and bid date for 2 Rivers siphon box replacement, estimates just over $1.8 million

The Faribault City Council on July 14 approved plans and specifications and set a bid date of Aug. 5 for the 2 Rivers siphon box replacement, a sanitary sewer structure that carries sewage under the Cannon River.
Mark Duchene presented the resolution and said the siphon box, built in the 1990s, has significant concrete degradation from hydrogen sulfide and that crews could not fully camera the pipes beneath the river during regular flow. He said staff selected an option to replace both the siphon box and the receiving box and the interconnecting pipes with a modern, hydrogen‑sulfide‑tolerant system.
Duchene gave an estimated project cost of just over $1,800,000 and said the resolution establishes an Aug. 5 bid date. He said the project will be funded from the city's sanitary sewer enterprise fund; earlier grant pursuit through the U.S. Economic Development Administration was discontinued after staff determined the project would not score well for that grant.
Council members asked whether the project was included in the budget; staff confirmed it is. Duchene said long lead times for siphon boxes (six to nine months) mean the city should get the project to bid now, with construction likely in spring and the possibility that some work could occur in late fall or winter depending on contractor availability.
The council voted to approve the resolution that establishes the plans, specifications and bid date.
