Superintendent said the recommendation and the related handbook language would be dropped into the student handbooks once the board selects an option. Trustees asked how the rule would be managed in practice and were told the district plans to emphasize education for students and parents first, followed by progressive discipline when necessary; staff said suspension would not be the default response but could be a later escalation in repeated cases.
Trustees and a parent speaker reported that the high school's prior changes produced measurable improvements. Board members raised a related enforcement point about Chromebook-based communication in classrooms (chat functions) and suggested the policy committee include clarifying language that addresses district-managed devices and classroom-based controls.
The policy package included other recommended updates (procurement language, soliciting donations guidance, tobacco/CBD clarifications and updates to nondiscrimination and construction-bidding references). No vote on the full package occurred at this meeting; staff will return with final recommendations for board action.
