The City of Pacific Board of Aldermen voted against proceeding with the Union Street project in its current form and rejected a plan to rebid the contract with street paving and waterlines removed.
Discussion centered on the contract and grant for the Union Street improvements. City staff and the city engineer said the total bid for the project was about $2,914,033, and that the city's share would be roughly $1,071,531. Aldermen questioned whether the city could afford the city share and whether removing certain elements (street paving and a water main) would materially lower the city’s obligation. Public works and engineering staff explained that removing components would require plan revisions and MoDOT review before rebidding.
A motion to rebid the job after removing paving and waterline elements failed on a recorded vote (the meeting recorded the motion as failing by a 5–1 vote). Later discussion and a vote left the project paused in its current form; staff were asked to notify MoDOT and East-West Gateway of the board’s decision so that grant and contracting steps could be closed out as needed.
Board members emphasized the trade-offs: some said it would be unwise to abandon the project after the city had spent engineering money; others said the city’s current budget gap made moving forward fiscally imprudent. The board did not approve the contract tonight and instructed the administrator and staff to take the necessary administrative steps with MoDOT and the grantors to document the board’s direction.
The action halts contract execution pending administrative notifications to MoDOT and East-West Gateway and further board direction; no final award was made.
