Brooks council approves SPLOST paving payment, adopts Safe Digging proclamation and directs property swap work

BROOKS, Ga. — The Brooks Town Council on March 17 approved several administrative and capital items, including a $6,400 payment for the first phase of a SPLOST-funded paving project, adopted a proclamation encouraging residents to call 811 before digging, and directed staff to pursue a proposed property swap agreement after a closed executive session.
Mayor Daniel Langford called the meeting to order at 6:30 p.m. and the council moved quickly through routine business, approving the evening’s agenda on a motion from Council Member Todd Speer seconded by Council Member Ted Britt. The council also approved the February 24, 2025 meeting minutes; the transcript records Council Member Todd Speer as abstaining on that vote while also stating the vote was unanimous (the council record contains an internal inconsistency on that item).
The council unanimously adopted Proclamation No. 2025-001 declaring April 2025 as Brooks Safe Digging Month. Mayor Langford read the proclamation and presented it to Matt Bergen, Utility Manager of Fayette County. Council Member Scott Israel moved adoption and Council Member Todd Speer seconded.
On the SPLOST paving project, Town Manager M. Ungaro described a two-step resurfacing approach: crack sealing now, followed by a later micro-paving overlay intended to extend pavement life by roughly eight years. Streets included in the first phase are Carrington Lane, Brooklet Way, Brookside and Railroad Avenue. Council Member Brian Davis moved to approve the vendor invoice from Asphalt Paving Systems for $6,400 for crack sealing and traffic control; Council Member Todd Speer seconded and the motion passed unanimously.
After an executive session that opened at 7:10 p.m. and closed at 7:20 p.m., the council reconvened and voted to pursue development of a proposed property swap agreement. Council Member Brian Davis made the motion, Council Member Ted Britt seconded, and the council approved the direction unanimously.
The council adjourned at 7:30 p.m.
What’s next: staff will return with any required contract documents and the drafted property-swap language for council consideration. The SPLOST paving second phase will be scheduled after completion of the crack-seal work, and the town will notify affected residents before work begins.
