Winter Harbor selectmen approve skate rink, cybersecurity policy and carry-over accounts; 'Text My Gov' tabled

The Town of Winter Harbor Board of Selectmen accepted routine financial reports and approved several town policies and a community skate rink during its March 23 meeting.
The board voted to approve the March 9 meeting minutes and Warrants #43 (March 17) and #44 (March 19). It accepted the Treasurer’s Report dated March 20, 2026, which showed $808,142.90 in the Trio-General Ledger, a six-month certificate of deposit at $107,539.29 and investment accounts with a market value of $2,847,375.00. The Tax Collector’s Report dated March 20, 2026 was also accepted; taxes receivable were listed as $102,202.91 for fiscal 2026 and $13,690.19 for fiscal 2025.
Town Manager Sara J. Liscomb said the board approved an Acceptable Use Agreement for Cyber Security "as written." The board also approved the Meeting Place Policy and authorized presented carry-over accounts; minutes record each of those votes as "Approved 3-0." The minutes do not record movers or seconders by name.
Liscomb told the board that the town's insurer has approved the installation of an ice-skating rink on town property, provided the rink is operated with proper rules and signage. "The insurance has approved the town putting in an iceskating rink with proper rules and signage," Liscomb said. The board voted to allow the rink; the minutes record that motion as approved 3-0.
A proposed text-notification service, captioned in the minutes as "Text My Gov," was tabled for further information; the board requested additional details at the next meeting.
The meeting record shows all formal approvals listed above as unanimous votes recorded 3-0; the minutes do not include individual roll-call vote names or show any dissent.
The board adjourned at 7:37 p.m.
