Selectmen enter two nonpublic sessions and vote to seal minutes

At its Aug. 20 meeting the Marlborough Board of Selectmen entered two separate nonpublic sessions and subsequently voted to seal the minutes of both.
The first nonpublic session began at 11:30 a.m. under New Hampshire RSA 91-A:3, II(i), which applies to preparation for and carrying out emergency functions intended to thwart deliberate acts that could cause widespread damage or loss of life; the board reconvened the public session at 12:45 p.m. and voted to seal those minutes on the ground that disclosure would render a proposed action ineffective.
Immediately after reconvening, the board entered a second nonpublic session at 12:45 p.m. under RSA 91-A:3, II(c), which covers matters that, if discussed publicly, would likely affect adversely the reputation of a person (unless that person requests an open meeting). The public session reconvened at 1:00 p.m.; the board voted to seal those minutes on the stated ground that divulgence would likely affect an individual's reputation. Selectman Nelson moved to adjourn at 1:00 p.m.; Selectman Pitt seconded and the vote to adjourn was unanimous.
