Prairie City Council approves rate changes, service contracts and a batch of administrative measures

The Prairie City Council on June 10 approved a package of rate changes, service contracts and administrative actions that the city says will affect utility revenues and routine operations.
Council members approved second readings of ORDINANCE No. 414 (water rates), ORDINANCE No. 415 (sewer rates) and ORDINANCE No. 416 (solid waste rates). The motions to approve the second readings were made and seconded during the regular meeting; the minutes record that the motions were approved but do not specify individual roll-call tallies for those items.
The council also approved two contracts with MSA: Resolution 6-10-26-6, the MSA General Services Contract for fiscal 2027, and Resolution 6-10-26-7, an MSA contract for GIS migration and services. Both were moved by Councilmember Joseph Disney and seconded by Councilmember Derek Ingle; the minutes record that the motions carried.
Other operational approvals included: - Acceptance of a quote from Heartland Finishes and approval to purchase and install window blinds at the Fire/EMS building, with costs split between the Fire and EMS iPAIT accounts. - Approval to install hand dryers in the Recreation Complex restrooms. - Authorization to use the Clover point-of-sale system for payments at City Hall and Celebration Committee events (Resolution No. 6-10-26-5). - Approval of a Marion County Humane Society contract for animal shelter services for $5,190 for fiscal year 2027 (Resolution 6-10-26-8).
Council also approved purchasing grounds equipment described in the minutes (a 21-inch mower and additional grounds tools) and directed that half the cost come from the Fire iPAIT account and half from the EMS iPAIT account.
The council set two public hearings for June 25: a 6:00 p.m. hearing on a 2025/2026 budget amendment (Resolution No. 6-10-26-3) and a 6:15 p.m. hearing on ORDINANCE No. 418, an amendment to Chapter 165.13 of the municipal code concerning swimming pools in the R-1A zoning district (Resolution No. 6-10-26-2).
The meeting opened at 6:10 p.m. and adjourned at 9:43 p.m. The agenda and packet also included routine departmental updates and consent items such as May financials, claims and board minutes.
Next steps: the council will hold the scheduled public hearings on June 25; approved contracts and purchases will proceed under the terms approved by the council.
