Lower Heidelberg supervisors approve $1.25 million payment for 2024 road work; unanimously approve plans, grants and routine business

Chairperson Chip Bilger called the Lower Heidelberg Township Board of Supervisors meeting to order at 7:00 p.m. Oct. 21, 2024. The three-member board — Chairperson Chip Bilger, Vice Chair Cheryl Johnson and Member Paul Prutzman — handled a set of routine reports before moving to votes on contracts, planning matters and a grant resolution.
The board approved a motion by Paul Prutzman, seconded by Cheryl Johnson, to pay New Enterprise the full contract amount of $1,247,675.92 for 2024 road work completed. The payment was recorded as passed unanimously. Earlier in the meeting the board also approved a $3,950.00 payment to Renegade Solutions for a data logger and the Reedy Road enclosure; that motion was made by Prutzman and seconded by Johnson and passed unanimously.
The board approved two planning- and finance-related items on unanimous motions: an extension of the Legacy letter-of-credit (LOC) and final approval of the Thun Property Final Plan. The meeting minutes record that each motion was moved by Paul Prutzman and seconded by Cheryl Johnson and that each passed without recorded dissent.
In other business the supervisors approved the consent agenda — which included the Treasurer’s Report, approval of the Sept. 11 meeting minutes and the September Bills Paid list — and they passed LSA Grant Resolution 24-13. Police Chief Christopher Stouch presented the department’s September activity report; other department updates included notice that fall leaf pickup is ongoing through Dec. 6 and that the Recreation Board will hold a Children’s Christmas Party Dec. 14 from 2 p.m. to 4 p.m.
The meeting concluded with routine announcements of upcoming meetings (workshop Nov. 13, Board meeting Nov. 18) and adjourned at 8:00 p.m. The minutes were signed by Secretary/Treasurer Jennifer M. Frasso.
