Selectmen approve three-year electricity contract, address transfer-station issues and new container fees
Summary
Selectmen unanimously approved a three-year electricity supply contract with Constellation NewEnergy and authorized the chairman to sign; the board also reviewed transfer-station compactor repairs, safety concerns about a master shutoff, lighting and new monthly rental fees for additional containers by MDS.
The Selectmen voted unanimously to enter an electricity supply agreement with Constellation NewEnergy, Inc. that locks a rate of $0.10740 per kilowatt-hour for town facilities from Nov. 3, 2025, through Nov. 4, 2028, and authorized Chairman Paight to sign the contract on behalf of the town.
Earlier in the meeting the board approved payroll and accounts-payable registers: Selectman Pitt moved and Selectman Nelson seconded approval of the July 17, 2025 Direct Deposit Register ($12,229.59) and the Accounts Payable Register ($180,593.84); the vote was unanimous. The board also approved the July 9, 2025 meeting minutes as amended.
The board spent significant time reviewing recurring concerns about the RTC (transfer station). Town minutes record that Monadnock Disposal Service (MDS) reported the malfunctioning compactor had already been fixed and confirmed that furniture that fits in the compactor may be placed in the household compactor (construction materials belong in the C&D container). MDS said that with materials sorted correctly the C&D container does not need to be swapped this week and that household-container tonnage remains virtually unchanged despite consolidation.
Hamblet Electric advised against installing a master emergency shutoff in the office for the compactors, saying such a shutoff could disable the breaker and prevent onsite personnel from reversing the compactor if someone were trapped; that, Hamblet argued, could impede first responders. Hamblet is also looking into improved lighting near the C&D area. The board discussed building a small covered shelter for employees near the compactors; the proposal will be considered further.
MDS also said it had begun charging monthly rent for additional containers that were brought in during construction; the monthly rent was reported as $700 total—$200 for the glass container and $250 for each of two extra compactors. MDS stated it had not previously charged rent (probably for 20+ years) and is now charging to recover the cost of containers it purchased. A new contract between the town and MDS is forthcoming, the minutes record.
The Selectmen reviewed and signed multiple permit applications (plumbing, electrical and building) across several map parcels before adjourning at 12:45 p.m.
