Jenkinsburg council approves two special exceptions, authorizes mower purchases

The Jenkinsburg City Council met July 28, 2025, and approved two zoning special exceptions, authorized equipment purchases and completed routine business.
Mayor Pro‑Tem Jason Watts called the meeting to order at 7:00 p.m. with Council Members Gary Brown, Gary Roberts, Brent Eberspacher and Joye England present. City Clerk Debi Smith recorded the meeting.
Council endorsed a special exception (CASE NO. 11‑02‑2024 SE) to allow a home‑occupation woodworking and cabinetry business in the A‑R zoning district at 151 Oak St., using an existing approximately 4,000‑square‑foot accessory structure. Councilmember Gary Roberts moved the recommendation; Gary Brown seconded. The council attached conditions including an annual business license; operating hours limited to 8 a.m.–5 p.m.; a maximum of two clients/customers and two employees on site at a time; inventory stored indoors (no outside storage); deliveries limited to normal operating hours; permitted activity limited to woodworking and cabinet making; and a requirement that the owner mitigate noise, vibrations, odors and particulates so as not to create a nuisance. The motion passed unanimously.
On a separate zoning request (CASE NO. 04‑04‑2025 SE), the council recommended approval of a special exception to operate an automobile service establishment in the H‑B (Highway‑Business) district on N. Hwy. 42. Councilmember Brent Eberspacher moved the recommendation and Gary Brown seconded. The approval includes conditions: an annual City business license and submission of any required state license with annual renewal; no continuous active inventory of automobiles for sale on site (no open lot); a Land Disturbance Permit and building permit required before excavation or construction; compliance with the Highway 42 Overlay design criteria; non‑transferability of the special exception (sale or transfer requires a new application); and signage to comply with the City of Jenkinsburg Zoning Ordinance. The motion passed with a recorded vote: Joye England — aye; Gary Brown — aye; Brent Eberspacher — aye; Gary Roberts — nay.
The council also authorized the purchase of one zero‑turn mower for $12,420.71 and one stand‑on mower for $7,787.18 from Stananco Tire and Power Equipment. Brent Eberspacher moved the purchase; Gary Roberts seconded. The motion carried unanimously.
Earlier in the meeting the council adopted the agenda (motion by Gary Roberts, seconded by Gary Brown) and approved the July 14, 2025 minutes (motion by Gary Brown, seconded by Gary Roberts); both routine motions passed unanimously. Mayor Pro‑Tem Watts led an invocation and the Pledge of Allegiance during opening remarks. Mayor and staff reports were presented and there was a public comment period; no formal action resulted from those reports or comments.
The meeting adjourned at 7:52 p.m. and the minutes were recorded by City Clerk Debi Smith.
