River Ridge CDD approves goals and performance measures to comply with HB7013
Summary
The Board approved Goals and Objectives and Performance Measures/Standards required by Florida Senate Bill HB7013, and noted the initial report is due Dec. 1, 2025 to be posted on the CDD website.
District Counsel, District Manager and Mrs. Adams briefed the Board on new state statutory requirements (HB7013) requiring special districts to adopt annual goals and objectives and develop performance measures and standards to assess achievement.
They identified three focus categories for Fiscal Year 2025 — Community Communication and Engagement, Infrastructure and Facilities Maintenance, and Financial Transparency and Accountability — and added the initial reporting task with a Dec. 1, 2025 deadline to the Key Activity Dates list. On motion by Supervisor Kurt Blumenthal, seconded by Supervisor Robert Twombly, the Board approved the Goals and Objectives and the Performance Measures/Standards & Annual Reporting Form.
Staff and counsel said the District Management and District Counsel collaborated on the general performance measures; the Board approved delegating responsibilities to staff to prepare the statutorily compliant report for posting on the district website by the deadline.
