River Ridge CDD appoints resident Keith Merrill to vacant board seat; officers elected

The River Ridge Community Development District unanimously appointed Keith Merrill to the vacant Seat 1 at its Oct. 22 regular meeting and immediately administered the Oath of Office.

On a motion by Chair Bob Schultz, seconded by Assistant Secretary Robert Twombly and approved "with all in favor," the board voted to fill the unexpired term that runs through November 2026. Mrs. Adams, acting as notary, administered the oath and district counsel and staff reviewed ethics, the Sunshine Law, and required disclosure forms including Form 1 and Form 8B.

The appointment followed board discussion of two candidates. "Mr. Merrill has contributed a great deal to the community in his numerous HOA Board positions," Chair Schultz said when nominating him, noting his experience addressing issues similar to those the CDD handles. Mr. Schultz also thanked the other candidate, Kevin Ofenloch, for his willingness to serve.

Immediately after the appointment the board adopted Resolution 2025-01 to elect officers as nominated: Bob Schultz as Chair; Terry Mountford as Vice Chair; Kurt Blumenthal and Robert Twombly as Assistant Secretaries; and Keith Merrill as an Assistant Secretary. The resolution also removed James Gilman from the board roster; the resolution noted prior appointments (including Chesley "Chuck" Adams as Secretary and Craig Wrathell as Treasurer) remain unaffected.

The board recorded procedural steps required for new members: ethics training, public-records obligations, and restrictions on electronic communications. The district manager and counsel said they will provide templates and filing instructions for the new supervisor.

The meeting continued with other agenda items after the oath was administered.
