River Ridge CDD adopts FY2025 budget and approves special assessments

The River Ridge Community Development District Board of Supervisors adopted the Fiscal Year 2024/2025 budget and approved a related special assessment roll at its Aug. 27, 2024 meeting.

District Manager Chuck Adams said the budget in the meeting packet contained scrivener errors — including a street-sweeping description on Page 2 — that were corrected before adoption. The Board opened a public hearing on the proposed budget; no property owners spoke. On a motion by Supervisor Kurt Blumenthal, seconded by Supervisor Robert Twombly, the Board adopted Resolution 2024-07, relating to annual appropriations and authorizing budget amendments, with all present supervisors voting in favor.

District Counsel recommended opening a separate public hearing on Resolution 2024-08, which makes a determination of benefit and imposes special assessments for the coming fiscal year. No members of the public spoke during that hearing. The Board amended the resolution to delete references to "Exhibit B" and then adopted Resolution 2024-08 as amended on a motion by Blumenthal, seconded by Twombly; the motion carried with all in favor.

The Board did not record individual dissenting votes; the transcript records the motions as passing "with all in favor" among the supervisors present (Supervisors Mountford, Blumenthal, Twombly and Chair Schultz participating by telephone). The adopted budget becomes effective Oct. 1, 2024; the special assessments resolution provides for collection and enforcement of assessments as described in the adopted roll.

The Board also directed staff to correct the published budget text and ensure any clerical errors are addressed before posting the adopted documents.
