Planning Commission dissolves combined ODS/ADU subcommittee, forms three-member ADU ad hoc group

The Planning Commission voted on July 14 to dissolve its existing Objective Design Standards (ODS)/ADU ad hoc subcommittee and to form a new three‑member ADU ad hoc subcommittee.
Chair Barthecker moved to "dissolve the existing objective design standards, accessory dwelling unit ad hoc subcommittee, and to establish a new three member planning commission ADU ad hoc subcommittee, with Commissioner Horton, Commissioner Martin, and Commissioner Swanborn as part of the subcommittee to continue working on the consultant completion of preapproved ADU program." The motion was seconded and carried on a roll‑call vote: Gallatin — yes; Horton — yes; Martin — yes; Williams — yes; Vice Chair Claypool — yes; Chair Barthecker — yes. Staff recorded the motion as carried.
Legal counsel reminded commissioners that ad hoc committees must be fewer than a quorum and that if a subcommittee member can no longer serve the commission must reappoint a replacement at a public meeting. Commissioners agreed the subcommittee will be the working body to refine ADU plans and carry forward the detailed design feedback heard at the meeting, reporting back as needed to the full commission.
The action does not itself adopt ADU plans or change City code; it organizes which commissioners will work with staff and the consultant team to finalize preapproved ADU plans.
