Woolwich Township committee adopts three ordinances, approves consent agenda and park change order; tables McDonald’s redeveloper vote

The Woolwich Township Committee on May 18 adopted three ordinances, approved a bundled consent agenda that includes the municipal budget introduction, and approved a $183,480.23 change order for Locke Avenue Park, while tabling a redeveloper designation for a McDonald’s site.
Ordinances 2026-11 and 2026-12 were opened for public hearing with no public comment and were adopted by unanimous roll-call votes. Ordinance 2026-11 amends Chapter 159 of the township code governing streets and sidewalks to revise fees and the cash security performance deposit. Ordinance 2026-12 updates salary ranges for certain township officials and employees for 2026.
The committee also adopted Ordinance 2026-13, which amends a financial agreement with PG Woolwich Urban Renewal, LLC for a long-term tax exemption pilot covering Block 16, Lot 15. Committeeman Frederick asked whether the 2% state administrative fee could be recovered through the project trust fund; Mayor Matthias said that may be possible “after checking with Acacia” and that further coordination is required.
On the consent agenda, the committee approved Resolutions R-2026-257 through R-2026-277 with the removal of R-2026-273 for separate consideration. R-2026-257 introduces the 2026 municipal budget; Mayor Matthias said committee members have one month to review the budget package and that the auditor and CFO will present a full budget review at the June 15 meeting.
Separately, the committee un-tabled and adopted R-2026-242, authorizing Change Order No. 3 to Wyndham Construction, LLC for additional Locke Avenue Park items in an amount not to exceed $183,480.23. The change order discussion included whether Logan Shared Service Agreement could cover certain ground-mounted trash receptacles; the committee concluded those receptacles serve a different purpose than portable units.
The committee then considered R-2026-273, a conditional designation of McDonald’s USA, LLC as redeveloper for Block 4, Lot 4.02 within the Weatherby Town Center. Deputy Mayor Nocentino moved to table the resolution pending solicitor clarification and because some members had not seen final drawings; the motion to table carried unanimously.
The meeting recorded routine approvals of numerous administrative resolutions included on the consent agenda, covering license renewals, bond acceptances, refunds, veterans’ deductions, escrow actions and performance bond reductions. All votes noted in the minutes were unanimous among those present.
