The Ocean View Town Council authorized the town manager to enter into a construction contract with Munford & Miller Concrete Inc. for the Pershing (Berson) Nature Park trail and amenities at the apparent low bid of $787,480.05.
Planning and Zoning Director Ken Skinner traced the project’s history to 2021 when staff began discussions with the property owners and noted the town used ARPA, Sussex County transfer‑tax funding and a transportation alternatives program (TAP) grant to assemble design and construction funding. Skinner said three sealed bids were opened and the apparent low bidder was Munford & Miller of Newark, Delaware at $787,480.05.
Skinner said the Department of Transportation TAP award was $741,984.04 and additional bond bill funding of $187,994 was available; staff recommended the town manager be authorized to execute the contract so construction can commence. A council member moved to authorize the contract; motion was seconded and approved by voice vote.
Skinner said staff will continue to pursue additional matching grants and noted the town has spent $5,000 so far (deposit/purchase) for the property acquisition. The award formally advances the project toward construction later this year.
