Board approves procurement exception for science curriculum and several routine finance actions

The Newberg School District 29J board approved a series of routine finance and administrative items at the July 14 meeting, including an exception to competitive bidding for adopted science curriculum, designation of deposit signatories and depository institutions, annual district appointments and a resolution authorizing the use of general funds to front grant expenses pending reimbursement.

Nate presented the curriculum procurement item, explaining that the Oregon Department of Education identifies state-adopted resources and that the district purchases adopted materials through the state's textbook depository. The board voted unanimously to approve the exception to competitive bidding for the purchase of adopted science curriculum from the identified vendors.

The board also designated primary and backup signers for district checks (primary signers remain Dave or Nate; Dana and Jillian were added as backup signers) and approved the list of depository institutions including Wells Fargo, the Local Government Investment Pool (LGIP), ComputerShare corporate trust (bond servicing), and Zions National Bank (PERS bond). Members discussed whether to reinstate a two-signature policy for larger checks and asked the policy committee to review what was removed from practice in the past.

The board approved Resolution 2027-01 authorizing the district to use existing general funds to pay for grant-funded expenses while awaiting reimbursement. All motions in this block passed unanimously.
