Franklin Park council approves subdivision, development deadline extensions, vehicle purchase and personnel changes

Franklin Park Borough Council on July 15 approved a package of routine land-use, procurement and personnel actions, voting to approve a subdivision, extend development timelines for Deerfield Estates, authorize the purchase of a new public-works vehicle and accept a retirement and a promotion.
The council approved subdivision application SDash26DashO6DashO6, filed by Jared Pol of Applied Contracting LLC on behalf of Michael and Elizabeth Arvey, to revise a lot line between properties at 2489 Wexford Run Road and 2500 Fox Bridal Court in the R‑2 zoning district. The approval was made contingent on the building inspector and zoning officer staff report dated June 24, 2026, and a surveyor letter dated June 25, 2026.
Council members also voted to extend completion deadlines for two Deerfield Estates plans. The council authorized a 4th addendum to the development agreement for Deerfield Estates plan No. 1, and a separate addendum for plan No. 2, in both cases extending the completion period until July 28, 2027.
On procurement, the borough authorized purchase of one new 2026 Ford Explorer for the public works superintendent from Schultz Ford of Wexford, Pennsylvania, at a stated price of $42,497 under CoStar contract No. 026‑E22‑185.
The council approved routine budgeted spending, including a retroactive third‑quarter payment of $101,301.25 to Northland Library.
In personnel actions, the council accepted the resignation of Sean Collins as a public works laborer effective June 25, 2026, accepted the retirement notice of Joseph Jekic as maintenance foreman effective July 6, 2026, and retroactively promoted Mike Kavanaugh to maintenance foreman effective July 7, 2026, at a rate of $41.72 an hour.
A motion to award geotechnical engineering services for the public‑works garage project to Construction Engineering Consultants Inc. at a cost of $9,185 was also approved, contingent on receipt of a certificate of insurance, and the council authorized an easement encroachment agreement with Zachary and Emily Gull for a split‑rail wood fence encroaching on the municipal stormwater easement at 2496 Richard Road.
All motions on the agenda were moved, seconded and carried by voice vote during the meeting. The council adjourned after brief end‑of‑agenda remarks about upcoming road milling and paving work.
