City planner Claudia Moore presented the petition (Docket Z2026‑04), saying water service is available within 47 feet of Willis Street’s right‑of‑way and sewer within 39 feet, though elevation may complicate sewer connections for parts of the site. Moore said the parcel is not located in the Jordan Lake or Troublesome Creek watersheds and that staff found the rezoning consistent with the city’s land development plan. "The planning staff recommends the proposed rezoning application to be approved," she said.
Alex Carter, representing the applicant, said he had no additional information beyond the packet and was available to answer questions. No one spoke in opposition during public comment. A board member moved to recommend approval and the motion passed by voice vote; the board indicated no opposers.
The recommendation will be forwarded to City Council for final action under docket number Z2026‑04.
