Tioga City Commission approves $162,768 pay application, backs $125,000 health grant and personnel changes

The Tioga City Commission convened at Tioga City Hall on July 6 and approved several items including a $162,768.37 pay application for the ballfield project, authorization to apply for a $125,000 Rural Health Transformation grant for a community walking program, and personnel adjustments in the auditor’s office.
President Brett Rieniets opened the meeting at 7:00 p.m. and the commission approved the June 15 meeting minutes on a motion by Commissioner Kyle Ralston, seconded by Cody Normark; the motion passed by roll call with recorded ayes from Ralston, Normark, Steven Dye and Rieniets. Ralston reported street-maintenance updates: the Tree Committee received a grant for additional trees, and chip sealing is tentatively scheduled to begin July 17 and conclude by Aug. 8.
Engineer Josh Reiner told the commission that contractor Veit will finish seeding and hydromulch on the ballfield this week and will address fence-level issues. Reiner requested approval of Pay Application #2 for $162,768.37 for the ballfield project; the commission approved the payment by roll call (Ayes: Ralston, Normark, Dye, Rieniets). Reiner estimated work on the south field could begin July 20, possibly as soon as July 9, and said a geotechnical engineer will review conditions on S Main Street and Benson Street.
Patrick Carabello of Brosz Engineering reported the survey work has started on the Signal Street project and that the firm received four geotechnical quotes; he presented unchanged task orders (only effective dates were updated) and asked for direction on whether to proceed.
On personnel, Commissioner Ralston said the city had not received the expected number of applications for the Street/Water Supervisor position and moved to extend the advertisement deadline two weeks to July 27; the motion passed by roll call. The commission also approved the transition of Deputy Auditor Desiree Hanson from full-time to part-time status effective July 10, 2026, after Hanson signaled willingness to remain on a limited basis.
Under new business, Rieniets said Joy Sparks at the community center seeks to apply for a Rural Health Transformation grant to support a walking program; Josh Vachal said the grant amount is $125,000 and that Live Well Tioga and Tioga Medical helped prepare the application. The commission voted to approve submission of the grant application.
Rieniets presented a Jensen Auto quote to repair a police department squad car for $1,974.88; the commission approved the repair payment on a motion by Ralston, seconded by Dye.
The consent agenda — bills, bi-weekly payroll, May financials and Pledge Holdings – Bank of Tioga — was approved by motion and recorded roll call ayes. During public comment, Chuck Stewart, representing Tioga Township, asked the city to accept relinquishment of 67th Street on the condition the city would repair it, noting the township lacks funds; Commissioner Liz Pendlay was asked to investigate options and Commissioner Ralston agreed to work with Engineer Josh Reiner to prepare a cost quote.
With no further business, the commission adjourned at 7:41 p.m. The next regular meeting is scheduled for July 20, 2026, at 7:00 p.m. at Tioga City Hall.
