Developers seek smaller lots and sidewalk waivers; Denton trustees table St. Mary’s preliminary plat

Developers for the proposed St. Mary’s Addition asked the Village of Denton Board of Trustees on Feb. 3 to change a zoning minimum and to accept several design waivers, but trustees voted to delay final action until a special meeting on Feb. 12.
Tim Aschoff and William Jefferies, identified in the minutes as project developers, told the board that reducing the minimum lot size for single-family detached homes from 12,000 to 11,000 square feet would allow more lots to fit on the property. Mike Bacon, the developers’ attorney, described tax-increment financing (TIF) as part of the project financing proposal. The parcel under consideration would include single-family homes, duplexes, townhouses, a church and rectory, and a single-level two-bedroom apartment building intended for residents 55 and older.
Why it matters: the proposed size change and requested waivers affect neighborhood form, sidewalks and right-of-way work, and local infrastructure needs. Trustees pressed developers for details on stormwater drainage, fire response, and wastewater capacity, and sought more information before approving waivers that would omit sidewalks on W Denton Road and permit a temporary turnaround design.
Trustee Amanda Fangmeier objected to omitting sidewalks on the north side of Denton, saying she is a runner and emphasized pedestrian access; developers responded that sidewalks would serve every lot and that installing sidewalks along W Denton would add significant project cost. Village representative Blackledge said the current water tower can handle the projected usage but that the village lagoon will require expansion as the development grows and noted the lagoon already needs substantial repair and has piping roughly 50 years old.
Formal actions recorded: trustees moved to table both sidewalk waivers and a modified 35-foot diameter turnaround design until a special meeting on Feb. 12 (motion to table waivers: moved by Trent Wheatley, seconded by Doug Rosekrans; motion to table turnaround waiver: moved by Amanda Fangmeier, seconded by Doug Rosekrans). Trustees also tabled preliminary plat approval and the subdivision agreement for Linda’s Retirement LLC until the Feb. 12 special meeting (motions carried as recorded in the minutes).
Next steps: the board directed that final decisions on the preliminary plat, subdivision agreement and related waivers be taken up at a special meeting scheduled for Feb. 12, 2025. The minutes indicate the next step after preliminary approval is a final plat review by the planning commission.
