The Dunn County Committee on Administration on July 16 approved a staff request to transfer five existing full‑time equivalent positions from the finance division into human services and public health.
County staff presented a reorganization that converts an accounting manager post into a business manager who would report to the human services director, shifts two medical claims specialists, one medical biller and an accounting specialist into those departments, and confirms incumbents will occupy the moved roles. Jenna, a county staff member who presented the request, told the committee the transfers are part of a broader decentralization of finance functions and said the positions are funded and currently filled.
A committee member moved the recommendation and another member seconded the motion. Committee members asked about timing, where one split position (an accounting specialist) would be housed and whether the incumbent was aware; staff said the split position would be housed in the public health department with a 0.75 allocation to health and 0.25 remaining in finance and confirmed discussions had occurred with all affected employees. County Manager Dan noted staff would report back with specific dates for the transition and that the committee is the final approver of the transfers; the action will not require an additional full‑board vote.
Supervisor Bashem called for the vote and the motion passed with committee members voting aye.
The transfers are intended to reduce centralized processing in administration, place finance staff closer to the programs they support, and to reflect work already performed by incumbents, staff said. Officials said the change should not increase the county’s FTE count (all positions are existing and funded) and that a vacant administrative associate position in finance will be reclassified and filled as an accounting specialist.
The committee asked staff to finalize timing and report those dates back to the committee before the reassignments take effect.
