South Heidelberg supervisors approve all-way stop, renew towing contracts, boost library funding and award bridge project

The South Heidelberg Township Board of Supervisors on May 26 approved a series of routine municipal actions, including adopting Ordinance 295 to create an all-way stop at the intersection of Wernersville Road, Balthaser Road and Roxberry Drive, renewing two towing contracts, and awarding the Walters Avenue Bridge project to Herbert, Rowland and Grubic, Inc.
Chairman John N. Musante called the meeting to order at 7:00 p.m. The Board voted unanimously on each item; motions were typically moved by Musante or Vice Chairman Jon Gerhart and seconded by Secretary Tom Vida. The Board also approved the minutes from the April 28, 2026 meeting.
The Board adopted Ordinance 295 to establish an all-way stop at the Wernersville/Balthaser/Roxberry intersection. Vice Chairman Jon Gerhart made the motion and Secretary Tom Vida seconded it; the measure carried unanimously. The ordinance is intended to formalize traffic control at a multi-leg intersection identified by staff.
The Board authorized a two-year renewal of existing towing contracts with Spitler's Towing and Arndt's Towing. The renewal was approved unanimously on a motion by Chairman Musante and seconded by Gerhart.
On intergovernmental matters, the Board executed an agreement related to the Alden Development in neighboring Heidelberg Township so that a small section of homes will receive police services from another municipality due to the development's service patterns. That action was approved unanimously.
The Board approved personnel actions including the promotion of Public Works Laborer Michael Trainer to Assistant Public Works Manager at a rate of $27.50 per hour. The Board also hired a roster of seasonal staff for the 2026 Summer Playground Program; Logan Gorski was hired as Assistant Coordinator at $15.00 per hour and several junior or new leaders were hired at $11.00–$11.25 per hour.
Township officials approved an increase in library funding to $23,000 for 2026, up from the previously budgeted $19,390 (an increase of $3,610). Wernersville Library Director Cathy Martin attended the meeting and thanked the Board for the funding increase while summarizing current library initiatives.
The Board granted conditional final subdivision approval for M&T Bank - Lot 2, contingent on satisfying the Township Engineer’s review letter dated April 6, 2026. The Planning Commission had recommended approval at its last meeting.
For capital projects, the Board awarded the Old West Penn Avenue shared street project to Martins Paving, Inc. and acknowledged $20,273.85 as the Township’s cost for the portion within South Heidelberg. The Walters Avenue Bridge Project was awarded to Herbert, Rowland and Grubic, Inc.; HRG’s proposal lists engineering costs of $122,600 and estimated construction costs of $498,000.
The Board adopted Resolution 12-2026 to authorize preparation and submission of a Greenways, Trails and Recreation Program grant application for the Heidelberg Run West Park Improvements Phase I project to the Commonwealth Financing Authority.
Departmental reports were routine. Township Manager Sean A. McKee referenced his monthly report on human resources updates. Public Works Manager Bill Lanza and Township Engineer Scott Anderson had no additional action items. Police Chief J. Matthew Hook referenced his report and noted an aggravated assault incident in Heidelberg Township. Township Solicitor Andrew George said a data center ordinance will be reviewed by the Joint Planning Commission on June 29 at 7:00 p.m.
The Board accepted the Township Treasurer’s report and authorized payment of bills dated May 26, 2026, ratifying payments since April 28, 2026, including procurement card purchases for April. At 7:49 p.m. the Board recessed to executive session to discuss police cadet candidates and employee issues; the meeting reconvened at 8:10 p.m., and the public meeting was adjourned at 8:12 p.m.
