Saugus board grants Holy Ghost Festival liquor, entertainment and parking waivers; discusses fee increases and BYOB policy

The Saugus Board of Selectmen on June 17, 2026 granted temporary licenses and parking waivers for the annual Holy Ghost Festival and discussed proposed changes to local licensing fees.
Applicant Isaraura DiSciullo, representing Campo Mariense Do Espirito Santo Associates, requested a Common Victualer’s, Entertainment and Temporary Liquor license for the festival and temporary no-parking on specified streets. The Board closed the public hearing, then voted 5–0 to grant a two-day wine and malt license and associated Common Victualer’s and Entertainment licenses for July 4 and 5, 2025, with conditions: storage of malt and wine beverages must comply with 204 CMR Special License C04-7; state and local police details must be provided; amplified sound must be turned down at 10:00 p.m.; and temporary no-parking signs must be posted on the odd sides of Donna Road, Laurine Road, Zito Drive, Milano Drive, McLean Road and Gilway, with no parking on Randall Road.
Separately under New Business the Board discussed proposed adjustments to the Selectmen’s License and Schedule of Fees, including raising certain permit fees (S(2)) from $100 to $250, instituting a $250 Transfer of Liquor License fee to cover administrative processing, and creating an application process and fee for Bring Your Own Bottle (BYOB) events. Selectmen noted those changes would be reviewed with Town Counsel prior to any public hearing or formal adoption.
The Board recorded no public opposition at the meeting and set no immediate effective date for the fee changes pending Town Counsel review.
