Buckhannon council adopts outside-entity funding recommendations for FY2025/26

The Buckhannon City Council reviewed and accepted recommendations from the General Fund Revenue Review Committee on March 20, approving designated contributions to local events and organizations within the FY2025/26 budget.
Mayor Robbie Skinner presented the committee's recommendations. The allocations included $25,000 to the West Virginia Strawberry Festival Association (payment issued), $10,000 to Almost Heaven BBQ Bash, $10,000 to Create Buckhannon, $5,000 to the Upshur-Buckhannon Health Department, $15,000 to Country Roads Transit, and $55,000 to the Upshur County Development Authority, with $15,000 of that amount earmarked for a façade program. The committee met March 5 and the members present were Mayor Skinner, Scott Randall, Amberle Jenkins, Mark Waldo and Barbara Hinkle, with Randy Sanders attending to observe.
Committee discussion noted prior in-kind city support for events — street department assistance, electricity, water/sewer services, Jawbone Park use, and additional police and fire hours — and members agreed to develop a detailed cost list quantifying these in-kind services (man-hours, equipment, utilities and security) to aid future funding decisions.
The council approved the committee recommendations as part of the General Fund review; the minutes record that specific requests such as the Buckhannon-Upshur Airport Authority's $40,000 application were tabled pending clarification of application items.
Council members thanked event organizers and staff during remarks; beyond the funding approvals, no additional conditions or contractual terms for the awarded funds were recorded in the meeting minutes.
