Planning commission approves Universal Gymnastics' outdoor venue plan with off-site parking and conditions

The Mount Juliet Planning Commission on July 16 approved a site-plan modification allowing Universal Gymnastics to operate an expanded outdoor events venue at 5010 Marketplace, subject to staff conditions including coordination on signage and adherence to the city's noise ordinance.
John Graves, who identified himself as the business owner, told the commission the venue grew unexpectedly after social-media attention and that the business owns 67 spaces and has agreements with nearby businesses to provide additional off-site parking. "We hit 97,000 views the first night and then 157,000 three days later," he said, outlining six scheduled music events beginning July 25.
Staff recommended approval and reminded the commission that under city rules entertainment venues and off-site/shared parking require planning commission approval. Commissioners pressed the applicant on safety and logistics: shuttle plans, lighting, the revocable nature of some parking agreements and the absence of continuous sidewalks along Marketplace. Graves said the operation would use shuttle vans, a six-person golf cart and mature, 21-and-older drivers for shuttles; he also said he could renegotiate contracts to make them longer-term if needed.
The commission added conditions to the approval. Commissioners asked staff and the applicant to work on directional signage, consider no-street-parking signs on nearby segments of Marketplace, and ensure adherence to the noise ordinance (enforcement by police; typical weekend limit discussed was 10 p.m.). Staff noted temporary licenses in the record apply to the current operator/site configuration and that any major expansion or a move would require a new site-plan modification and return to the commission.
The motion to approve, including the parking total to be recorded in the approval package, carried unanimously. The venue's approvals are conditioned on the parking agreements and operational measures described to the commission and remain subject to any future site-plan modification if the use expands.
