Keansburg council approves CDBG application for Johnson Lane, authorizes shared-dispatch pact and adopts housing-plan amendments

On June 17 the council approved submission of an FY2027 CDBG application for Johnson Lane drainage and roadway work, entered a shared-services agreement with Monmouth County for emergency dispatch through 2030, adopted affordable-housing spending and marketing amendments, and approved several professional-service contracts and bid re-bids.
Keansburg's mayor and council on June 17 moved through a packed agenda, approving a slate of resolutions ranging from grant applications and license renewals to professional-service contracts and bid rejections.
Borough Engineer Francis W. Mullan presented an application to Monmouth County's Community Development Program to fund roadway and drainage work on Johnson Lane, a low-lying residential street that has repeatedly flooded and was heavily impacted by Superstorm Sandy. The council opened a public hearing on the FY2027 Community Development Block Grant (CDBG) application but no members of the public spoke; the council then authorized submission of the CDBG application (Resolution 26-081).
The council authorized a shared-services agreement with the Monmouth County Sheriff's Office Communications Division to provide emergency dispatch services for police, fire and EMS from Jan. 1, 2026, through Dec. 31, 2030 (Resolution 26-076), and authorized execution of cooperation agreements with Monmouth County for CDBG participation (Resolution 26-072).
On municipal finance, the council adopted the Annual Report of Audit certification for 2025 (Resolution 26-065) and approved a related corrective action plan addressing internal-control findings (Resolution 26-066). The council approved payment of vouchers including an addendum (Resolutions 26-064 and 26-073).
The meeting also covered local permitting and procurement: the council rejected all bids for Friendship Park improvements and for tennis court reconstruction at Collins Field after bids exceeded estimates and authorized the borough manager to rebid both projects (Resolutions 26-074 and 26-075). The borough awarded professional services contracts to T&M Associates for Collins Park tennis-court engineering ($46,000) and Friendship Park improvements ($37,000) as professional services contracts (Resolutions 26-078 and 26-079).
On housing, the council approved an amended Fourth Round Affordable Housing Trust Fund spending plan, adopted an amended Rehabilitation Manual and adopted an amended Affirmative Marketing Plan to comply with P.L. 2024, c.2, the Administrative Office of the Courts directive and recently adopted rules (Resolutions 26-069, 26-070 and 26-071).
Other business included approval of plenary retail license renewals for the 2026—7 season and an Active Use Extension for Carr Avenue Liquor License (Resolution 26-067 and 26-067D), a presentation endorsing a physical-therapy use at 295 Main Street (Resolution 26-080, endorsed earlier in the meeting), and a community report from the Keansburg Garden Club. Councilman Michael Donaldson presented a petition from Carr Avenue residents requesting a one-way conversion between Church and Beech Streets; the request will be referred to the borough manager and police department.
