Commission authorizes iWORKS subscription and approves budgeted step raises amid revenue-neutral debate

Road-and-Bridge staff presented the iWORKS package as a web-based system with a work module and a fleet maintenance module; staff said the system includes five GIS layers and will improve mapping and tracking of work and equipment costs. A commissioner moved to enter the service agreement and authorize staff to sign after legal review; the motion passed unanimously.
The clerk presented information on budgeted step raises and a possible 3% cost-of-living adjustment (COLA). Commissioners discussed timing and whether any COLA would apply to 2026 or 2027 budgets; the commission moved and approved proceeding with the budgeted step raises as presented.
Much of the meeting then turned into a budget work session in which commissioners debated whether to remain revenue-neutral for the coming year, examined reserve levels and the general fund, and discussed program efficiencies (including consolidation of household hazardous waste operations and possible transfer-station adjustments). Commissioners requested further analysis and set a target to finalize the revenue-neutral decision at a special session next Monday.
Commissioners emphasized competing priorities—maintaining services such as road-and-bridge work while seeking efficiencies—and flagged that some anticipated revenue (wind farm payments, pipeline throughput) is uncertain and not a stable substitute for structural revenue policy changes.
The iWORKS contract authorization and step-raise approval were handled as discrete motions during the meeting; the budget work session produced no final vote on revenue neutrality but scheduled a follow-up special session to decide.
