Burley City Council approves golf cart lease, surplus declaration, July 4 event, landscaping agreement and easement

At its April 21 regular meeting, the Burley City Council approved several routine and project-related items, including a five-year lease for 20 Club Car golf carts, surplus declaration for 20 existing carts, city sponsorship of a July 4 America 250 event, acceptance in principle of a landscaping agreement for the 208 interchange with the Idaho Transportation Department (ITD), and acceptance of a public right-of-way easement for 1915 Pleasantview Lane.
Golf carts: Golf Pro Scott Draper requested approval to lease 20 Club Car carts through Zions Bank for a five-year term with a $1 end-of-lease purchase option; the total requested amount is $171,646. Draper said the new carts use lithium batteries, only minimal clubhouse outlet modifications are expected, and the city plans to replace roughly one-third of the 72-cart fleet over three years. Councilmember Jim Powell moved to approve the lease; Councilmember Craig Mills seconded. The motion passed on a 6-0 roll-call vote.
Surplus declaration: Draper also asked the council to declare 20 existing carts surplus so they can be returned to Club Car for credit; Councilmember Raulan Young moved approval, Councilmember Powell seconded, and the motion passed 6-0.
Events: City Clerk Elois Joseph-Pieterse presented a request to host a city-run 'Burley Celebrates America 250' event on July 4, 2026. The event will be covered under the City’s insurance; vendors must provide additional insurance. Council approved the event unanimously.
208 Interchange landscaping: City Engineer Dave Waldron said ITD is scheduled to complete the 208 interchange project in September and proposed a xeriscape landscaping plan with bubblers. He reported that a coalition of entities has agreed in principle to maintain and share costs; if that coalition agreement does not proceed, the city will still realize maintenance savings under the proposed plan. Council moved to accept the landscape agreement in principle, subject to final review by city counsel; the motion passed 6-0.
Easement: Electrical Superintendent Floyd Thomas described a minor revision to the public-right-of-way easement for property at 1915 Pleasantview Lane. Council approved acceptance conditioned on grantor signatures and authorized the Mayor to sign; the motion passed 6-0.
Other business and next steps: The meeting also included reports on upcoming budget processes and local roadwork. No votes failed or were tabled; no city funding appropriation related to the Mini-Cassia presentation was made at this meeting.
