City Engineer Dave Waldron said the bid can be covered with contingency funds and will be paid from multiple sources, including water, sewer, streets and the general fund. Councilmember Kimberli Seely moved to award the contract and the motion passed 6‑0.
Planning and zoning matters included conditional final‑plat approval for Mountain Heights Village, subject to five listed conditions including completion of public improvements and establishment of a mandatory second access; the motion carried 5‑1 with Councilmember Jim Powell casting the lone no vote. The council also conditionally approved Harrison Estates Phase 4 with the standard one‑year conditions; that motion passed 6‑0.
Other formal actions included approval to purchase the Water Department’s leased 2021 Caterpillar 304E2 track excavator at a final cost of $39,673.03, as clarified by City Clerk Elois Joseph‑Pieterse; that motion passed 6‑0. The council approved an agreement for the Idaho Regatta (June 22–29, 2026) and a development agreement allowing annexation and utility connection for a single residence at 2975 Overland Avenue.
