Star Valley Ranch council advances multiple ordinances, moves FY2025-26 budget forward

Councilman Toolson moved and Councilman Merrill seconded to approve Ordinance 2025-03 (Title III Administration Chapter 33 Town Organizations) on third reading; the motion carried with all ayes. Councilman Ellis then presented Ordinance 2025-04 (Title XV Land Usage Chapter 154 Zoning) for its second reading, and the council voted to approve that reading as well.
Resident Sandy Willis questioned the use of the phrase “Undue Hardship” in Ordinance 2025-04, saying the term seemed vague and could generate uncertainty; she also asked the council to define a maximum height for solar poles. Mayor Rok said the council shared those concerns and has asked members to review and suggest updates ahead of the ordinance’s third reading.
Councilman Bitter presented Ordinance 2025-05, the appropriations ordinance for fiscal year 2025–26, noting key changes since the first reading; the council approved the second reading. Judge Lawson asked whether continuing education was included in the budget; Councilman Bitter said it was. Randall Bitter confirmed the current budget covers Hardman Bridge, and resident Julie Christensen asked that paving of Vista be included in budget planning even if construction cannot begin this year; Mayor Rok said the paving was discussed earlier in a workshop.
Councilman Ellis presented Ordinance 2025-06 (Title XV Land Usage Chapter 150 Buildings) for its first reading and the council approved the reading. Randall Bitter said he was concerned the proposed changes could raise costs for homeowners; Councilman Merrill emphasized the importance of adhering to safety standards. A resident asked about projects started before the ordinance takes effect; Councilman Ellis stated the ordinance takes effect 10 days after a successful third reading and that permits already issued would have two years under the code in effect when the permit was issued; Mayor Rok said she would confirm how extension requests will be handled with the Town Building Official.
