Commission recommends minor subdivision and rezoning so CSU can redrill agricultural well in Tract D

The Wellington Planning Commission voted to recommend approval of a minor subdivision and concurrent rezoning that will let Colorado State University redrill an agricultural well serving its RDEC facility in the Sage Meadows area.
Planning director Cody Byrd told the commission the existing CSU well has "failed" and cannot be reused at its current location, and that state well permitting requires redrilling within a certain distance of the original decree. Because the CSU parcel is very narrow, staff proposed adding roughly 10,000 square feet from Tract D to create sufficient space for a new well site and to clean up split zoning by rezoning the CSU parcel from R-2 to P (Public).
Byrd said the requested changes would be a minor subdivision and a technical rezone and would not create new development opportunities or affect the agricultural-well use. "The zoning isn't going to negatively affect the use of the agricultural well," Byrd said, explaining staffs recommendation that the minor subdivision and rezone satisfy the planning findings for approval.
No members of the public signed up to speak on the CSU parcel. After brief deliberation, the commission moved to recommend approval of the minor subdivision and the rezoning to P Public district, subject to revised plat drawings and planning and engineering comments, and to forward the recommendation to the Board of Trustees for final action.
If trustees approve the plat and rezone, CSU will be able to redrill the well within the permitted distance of its original point of decree; staff said the change is primarily a technical correction to align parcel boundaries and zoning.
