Staff outlines timetable to review smoke-shop zoning after council moratorium

Village planning staff told the Yellow Springs Planning Commission on July 14 that council’s June 1 moratorium on vape and smoke shops will give staff time to review zoning definitions, locations, separation buffers, operational standards and licensing, and to monitor state law changes.
"As far as the timeline, in August staff plans to hold a stakeholder meeting with affected businesses and interested members of the public," Aaron Arlano, planning and economic development coordinator, told the commission. He said staff will return to the commission in September for a work session to present research and public input, aim for a public hearing on draft text amendments in October, and forward recommendations to council in November so any adopted amendments could take effect before the moratorium expires.
Commissioners asked whether the impetus was an observed overconcentration of vape/smoke shops. Commissioners and staff discussed business counts; multiple speakers referred to roughly seven businesses that sell such products (including convenience stores) and a smaller number of businesses dedicated primarily to smoke-shop sales.
No action was required from the commission at the meeting; staff invited commissioners to attend the August stakeholder meeting and to review materials at the September work session.
