Council approves $3.2 million FY27 budget amendment for bond defeasance and vehicle replacement

The Culpeper Town Council unanimously approved a fiscal-year 2027 budget amendment totaling $3,202,479 on July 14, according to a staff presentation and roll-call vote.
Town staff explained the amendment represents roughly 4.7% of the adopted FY27 budget and is intended mainly for partial cash defeasance of the 2016 general-obligation bonds — with the stated objective of making the general fund debt-free after the defeasance — and to pay for the replacement police vehicle approved earlier on the consent agenda.
Town Manager summarized the effect: the principal payment will reduce general-fund debt and some amendment funds will support enterprise funds as necessary. "What we're doing is we're paying down general obligation debt for the general fund so the town will be debt free in the general fund at the end of this payment," the manager said.
Council moved and seconded the staff recommendation, held roll-call votes, and the motion carried. There were no substantive public comments during the hearing on the amendment.
Staff noted the amendment had been recommended by department leadership. The council did not attach additional conditions or changes to the amendment at the meeting; any reporting or accounting for the defeasance will follow standard municipal finance practices.
