Committee refers Carver Center parking project to full board after low bid leaves funding gap

The Culpeper County Buildings and Grounds Committee voted July 14 to send to the full board a recommendation to award the Carver Center entrance and parking-lot improvement contract to Chemung Contracting Corp and to consider a budget transfer to cover the shortfall.
County staff member Mister Howard told the committee the project would widen the northern entrance, close the center entrance (recommended by VDOT and staff because of limited sight distance), and shift the southern entrance to improve visibility on Route 15. "The entire parking lot will be rebuilt," Howard said, and the plan includes paving and lining the reconfigured entrances.
Howard said the county received five bids and that "Chemung Contracting was the lowest bid at 411,000, $500." He told the committee the CIP currently has $264,680 for the project and that $216,516 remains in the completed Carver Main building roof project that could be transferred to cover the balance.
Supervisor Brown moved that the committee forward the contract award recommendation to the full board; the motion carried with the committee saying "aye." Brown then moved that the committee recommend approval of the budget transfer; that motion also carried.
Committee members asked about VDOT ownership and maintenance of the road in front of the building. Howard said the county owns the loop and that VDOT declined to maintain or improve it after the site stopped operating as a school.
The committee’s action was procedural: it referred both the award and the proposed funding transfer to the board for final consideration. The board will decide whether to approve the contract award and any transfer of funds.
