New Hanover County commissioners approved a special‑use permit July 13 for upgrades to an Optimist Club park at 3222 North Carr Avenue, including a synthetic‑turf field, indoor training facility and a new multipurpose building.
Staff described the site as an existing park with six baseball fields and explained the phased concept plan: phase one would include an upgraded field and a new training facility; phase two could include demolition of an existing concession stand and upgrades to the remaining fields. Staff said the project will have full access on North Kerr Avenue, will not exceed the AM/PM peak trip threshold requiring a traffic impact analysis, and must meet UDO standards for setbacks, parking, buffers, lighting and stormwater.
Applicant representative Dale Crawford of Crawford Design Company said the Optimist Club and funder Al Norton have coordinated with adjoining property owners and intend to make the site ADA‑compliant while preserving most fields and adding new amenities for youth sports. Commissioners asked about field counts, turf, and stormwater compliance; Crawford confirmed the project will result in six fields (including the synthetic turf upgrade), include indoor training components and comply with regulations.
A motion to approve the special‑use permit passed by voice vote.
