Maple Creek Ranch residents ask Franklin County to use developer bond to fix Phase 1 roads

Bishop told the board that negotiations with developer Guy Arnell have not resolved the matter and that Phases 2, 3 and 4 cannot deed their roads to the county because Phase 1 does not meet county specifications. Commissioner Zach Stewart said the bond functions as a warranty; Chair Robert Swainston said the county will determine what it can do legally.
No formal motion or vote to call the bond was recorded in the meeting minutes. The matter remains unresolved; the board did not set a timeline in the public record for next steps. Residents asked the county to act so the subdivisions can transition to county maintenance and avoid further deterioration of road infrastructure.
