Flat Rock Council hires Land of Sky to assist planning review; discusses delinquent property taxes

Village Council on June 11 authorized the Planning Board to hire a Land of Sky Regional Council representative to assist with review of Ordinance No. 80 (Unsafe Structures and Properties) and related planning work, approving a contract not to exceed $4,000. Council Member Jeter moved the contract approval and Council Member Carpenter seconded; the motion passed unanimously, and the mayor will sign the contract.
Council Member Stuller reported the village's tax collections for the fiscal year are at 99.78 percent, with $1,709,685.63 collected. A separate property-tax status snapshot dated June 14 showed total billed for the fiscal year of $1,713,440.89 and a balance due of $3,755.26.
Separately, Stuller raised a delinquency issue: a property owner in Staton Woods owes 2024 and 2025 property taxes; the Tax Collector, Carol Richard, has not received a response to multiple notices. Because floodplain restrictions make the properties unbuildable, council members asked Stuller to contact adjacent homeowners and the homeowners association to determine if there is interest in the parcels; council will revisit the matter at its next meeting.
The Village Administrator also reported other administrative items relevant to planning and projects: a King Creek FEMA project was obligated for $356,810.52, with FEMA's 90 percent share estimated at $321,129.46 and the remainder from the state. The Village remains engaged with FEMA on outstanding invoices and procurement steps related to Baker Grading and Landscaping.
