Township accepts audit, approves ISC participation and hears infrastructure updates

Secretary/Treasurer Kami Bilek reported that CPA firm Ritchey, Ritchey & Koontz completed Blair Township’s 2025 DCED audit with no findings. CPA Brad Koontz provided two comments: a recommendation to check with the Hollidaysburg Area School District Tax Office regarding timing of 2024 and 2025 per capita tax submissions, and a suggestion that the township consider a Section 125 cafeteria plan for employee health insurance. Supervisor Brad Germaux moved to advertise the audit results and to sign the Ritchey, Ritchey & Koontz letter of representation; Supervisor Jacob Wible seconded and the motions passed unanimously.
Under informational items, Secretary/Treasurer Kami Bilek presented the Intergovernmental Stormwater Committee’s proposed 2027 budget and the township’s required contribution of $11,435.25 if it participates. Supervisor Wible moved to participate and contribute $11,435.25 for calendar year 2027; Supervisor Germaux seconded and the motion passed unanimously.
Engineer Eric Banks reported on infrastructure: a Catfish Road box culvert inspection in Newry Borough found no imminent structural concerns but identified roadway erosion that will need repair within the next two to three years, with an estimated repair cost of $50,000. Banks also updated the board on the Brentwood Stormwater project and said letters to residents will be provided for supervisor review. Secretary/Treasurer Kami Bilek noted receipt of the PennDOT winter maintenance agreement, which shows a distribution to Blair Township of $2,776.41 under the 2025 agreement.
