Armstrong County commissioners approve contracts, adopt Turney Luke Day proclamation

The Armstrong County Board of Commissioners met on July 2, 2026, in the Commissioners' Conference Room and unanimously approved a series of agreements and appointments affecting public health, child welfare information systems and housing. Commissioner Anthony G. Shea moved the measures; Commissioner Pat Fabian seconded each motion and votes were unanimous.
The board adopted Proclamation #2026-16 naming Turney Luke Day after Commissioner Pat Fabian read the proclamation and the board voted to adopt it. The item was recorded as a unanimous vote following a motion by Commissioner Shea and second by Commissioner Fabian.
In routine finance business the board, on the recommendation of Chief Clerk Karen M. Notto, acknowledged purchase orders for the week of June 23, 2026, totaling $3,671.18 and for the week of June 30, 2026, totaling $9,607.57. The board also acknowledged the county's financial transactions for June 2026.
The meeting included approval of an MOU between the County of Armstrong and Armstrong County Memorial Hospital at the recommendation of Public Safety Director Jason Burns. The board also approved an intergovernmental agreement with the Commonwealth of Pennsylvania; the transcript lists both the 'Department of Agriculture' and, elsewhere, the 'Department of Welfare' in connection with that agreement. The department name is inconsistent in the meeting record and the chief clerk's office should be consulted for the definitive department designation.
Children, Youth and Family Services business was a significant portion of the agenda. On the recommendation of Paula McClure, executive director of Armstrong County Children, Youth and Family Services, the board approved multiple FY 2026–2027 agreements with Avanco/CAPS (including consulting and HIPAA business associate addenda, an AFCARS upgrade, CWIS maintenance, and a Version 19 upgrade) and a CWIS data-sharing agreement with the Pennsylvania Department of Human Services. The board also approved a six-month consulting agreement with Carly Hileman, 'Counsel for Youth' contracts with Lisa Peluso, Esq., and Kimberly Ferringer, Esq., and a set of professional service agreements for CYFS legal and support services.
Beth Burkhart, representing the Housing Authority of the County of Armstrong, recommended the appointment of Jeff Boarts, of Tarentum, to fill an unexpired term on the Housing Authority Board through Feb. 1, 2030. The board approved the appointment unanimously after a motion by Commissioner Shea and a second by Commissioner Fabian.
There was no public comment, no agenda amendments and no executive session during the meeting. The board adjourned at 9:27 a.m.; its next regular meeting is scheduled for Aug. 6, 2026, at 9:00 a.m.
