Carbondale council approves water-plant equipment purchase, renews HACH contract and adopts abatement for 333 Osborn Street

Carbondale — The City Council on Nov. 17 authorized several maintenance purchases and contract renewals for the city’s water and public-works systems, approved a property abatement, and advanced routine finance and licensing measures.
Dustin Bretsnyder, a city employee overseeing water operations, said one of the water-plant programmable logic controllers (PLC) "is the nervous system of the plant" and needs replacement; he recommended buying new units rather than refurbished ones. Councilmember Chad Moore moved to purchase two PLCs from Radwell Int not to exceed $1,100, and the motion carried unanimously.
The council also agreed to proceed with tractor repairs through KanEquip not to exceed $5,000 and to renew the HACH service contract for $16,576, the latter motion made by Kevin Seals and approved by the council. Bretsnyder presented an informational bid from Olathe Winwater estimating each Main Street drain at about $1,250; council discussion noted the drains will be plastic and will discharge into the creek.
On police and code-enforcement matters, Chief Seals reported on two properties. For 205 S 4th Street, the abatement process began in April; Chief Seals said a newly identified owner (who is military and scheduled for surgery on Nov. 28, 2025) told the council the property will be brought into compliance and the council agreed to allow the owner until Dec. 1, 2025, before abating. The council adopted Resolution 2025-8 to abate 333 Osborn Street after the owner failed to respond to certified mail and showed no compliance; Cheryl Lister moved for adoption and the motion carried.
Other routine approvals included purchasing tires for patrol vehicles (Explorer $671; Durango $651), accepting Gordon CPA’s audit proposal not to exceed $10,000, hiring Green Prest Control for annual pest control at City Hall, approving a cereal-malt-beverage license for Dollar General, and approving a reimbursement of $22.96 to Stony Eagle for training lunches. The council also voted to donate $200 to each wounded deputy (total $600) from Kansas Highway Patrol-related funds to support a meal train coordinated through the Osage County Sheriff’s Department.
The meeting included a five-minute executive session for non-elected personnel; council returned and reported no decisions were made. KDHE water test results were reported as within normal limits. The meeting adjourned at 8:21 p.m.
