Caney adopts ordinance setting flat water reconnection fee of $75 and $50 after-hours charge

On June 1 the Caney City Council adopted Ordinance 2026-10, revising water reconnection charges. The ordinance replaces escalating reconnection fees with a flat $75 fee for reconnections prompted by non-payment and creates a $50 flat after-hours reconnection fee applicable to reconnections performed between 3:30 p.m. and 8:00 a.m.
Mayor Josh Elliott said the ordinance reflected prior workshop discussion and was included in the meeting packet. Staff clarified that the reconnection fee applies only to service interruptions due to non-payment. Council President Jeff Culver said he disliked having to impose the fee but added that “the City was not a charity,” framing the change as fiscal necessity. Council President Culver moved to approve Ordinance 2026-10; Council Member Jesse Hilyard seconded the motion, which passed as recorded in the minutes.
The ordinance standardizes reconnection charges and narrows the after-hours fee to reconnections outside normal business hours (3:30 p.m.–8:00 a.m.). Implementation will require staff to update billing procedures and notify customers of the new flat fees.
