Bucklin council hires maintenance worker, approves two ordinances and streetlight plan; denies Dollar General CMB license

BUCKLIN, Kan. — The Bucklin City Council met in special session July 22 at Bucklin City Hall and took a series of personnel, regulatory and procurement actions, including hiring a full-time maintenance worker, approving two ordinances and denying a cereal malt beverage (CMB) license for Dollar General.
The council, presided over by Mayor Cody Warden, approved the consent agenda and Appropriations Ordinance No. 25-07-21 for $79,718.83. Councilmember Nichole Pearce moved the consent agenda, and Councilmember Noel Stiles seconded; the motion carried 3-0. Councilmembers Pearce, Stiles and Kerry Christian were present; Justin Engel and Liz Albert were absent.
Councilmember Pearce moved to hire Leighton Hays as a full-time maintenance employee at $16.50 per hour; Councilmember Stiles seconded and the motion carried unanimously. The council also considered a CMB license application for Dollar General. Pearce moved to deny the application and Stiles seconded; the motion carried 2-1. The transcript records the tally but does not specify which councilmember voted against the motion.
The council approved two ordinances by unanimous votes: Ordinance No. 2025-001, regulating traffic within the corporate limits of the City of Bucklin, and Ordinance No. 2025-002, regulating public offenses within the corporate limits. Both motions were made by Councilmember Pearce and seconded by Councilmember Stiles; both passed 3-0.
Under procurement items, the council approved a Victory Electric estimate to install a light pole at the corner of Day Street and Seacat at an estimated cost of $3,516.17 to be paid in monthly installments of $18.28. The council approved purchase of tires for the skid steer from Revolution Tire for $1,212.24, which includes tires, valve stems, semi mount/dismount and disposal. Both purchases passed on 3-0 votes.
City Superintendent Jason Goracke reported that water towers and wells were in acceptable condition, sludge in ponds had been measured and a report would follow, two leaks had been repaired, streets were being patched and prepared for sealcoating, and routine mowing and pool maintenance were ongoing. The city clerk and police reported no items.
The council recessed into executive session under K.S.A. 75-4319(b)(1) to discuss personnel matters of non-elected personnel, with the session beginning at 7:15 p.m. and returning at 7:30 p.m.; the motion carried 3-0. The council returned to open session and took no action as a result of that executive session. The meeting adjourned at 7:38 p.m.
