Oswego board establishes dormant special service areas for Hummel Trails neighborhoods

The Village of Oswego Board on July 14 approved ordinances establishing two dormant Special Service Areas (SSA) for Hummel Trails Unit 10 and Hummel Trails Neighborhood 14.
Staff explained the SSAs would remain dormant unless a homeowners association failed to maintain common areas or stormwater infrastructure; if the HOA were to fail, the SSA could be activated to fund common‑area maintenance or stormwater facilities. The board opened a public hearing for each proposed SSA, received no public comments, and then approved ordinances to establish SSA numbers 26‑002 and 26‑003.
The measures were moved and seconded and approved by roll call vote. Staff said if the HOA continues to maintain areas the SSA will remain dormant and not impose assessments unless necessary.
