Caney raises CDBG temporary relocation per-diem amid limited local lodging

Staff told the council that Addendum #1 to the CDBG Housing Revitalization plan adjusts the daily temporary relocation allotment upward because local lodging is scarce and rates have risen. The previous daily amount was $90 with an additional $15 per additional resident. The addendum increases the daily allotment to $150 with $25 per additional resident. Staff said the change was driven by higher lodging prices and the need to house relocated families in nearby towns (Independence, Coffeyville or Bartlesville) when local lodging is unavailable. Staff also said the grant administrator advised that CDBG rules prohibit using short-term rental platforms such as Airbnb for relocation payments.
Council Member Elizabeth Burch moved and Council Member Jesse Hilyard seconded approval of Addendum #1 to the housing plan. The motion carried 4-0. Staff said demolition under the CDBG program will affect two properties (406 N Fawn and 129 N State) as part of the Housing Revitalization project.
