Select Board approves cooperation agreement as Danvers Housing Authority moves public housing into RAD/Section 8

The Select Board on June 18 approved an updated cooperation agreement requested by the Danvers Housing Authority as it transitions public housing from HUD’s Section 9 program into the Section 8 platform through the Rental Assistance Demonstration (RAD).
Cindy Dunn, Executive Director of the Danvers Housing Authority, explained the cooperation agreement is a required formal step to document the longstanding payment-in-lieu-of-taxes (PILOT) arrangement and to confirm that the PILOT applies to properties owned directly or through an instrumentality of the Authority. Attorney Emily Blumberg told the board the conversion does not change ownership or management and does not alter the Authority’s financial obligations; the conversion is intended to strengthen long-term viability.
Board members questioned liability, payment protections and structural details; Dunn and Blumberg addressed those questions during the presentation. On a motion by Select Board member Gardner S. Trask III, seconded by Select Board member Daniel C. Bennett, the board voted 5–0 to approve the updated cooperation agreement, pending minor formatting corrections.
The approved agreement documents the town’s understanding of PILOT treatment during the Authority’s RAD conversion; it does not itself transfer ownership or change the Authority’s management responsibilities.
