South Dakota Lottery seeks rule updates for Millionaire for Life and plans new NFL‑branded Powerball X's and O's game
Summary
The South Dakota Lottery proposed updates to its Millionaire for Life rules and adoption of a new Powerball X's and O's multistate game — a $5, NFL-branded, 8-of-32 game with Sunday drawings and a second-chance NFL prize component; the committee deemed the rulemaking process complete.

Norm Lingle, executive director of the South Dakota Lottery, described a rules package that removes obsolete game chapters, updates Millionaire for Life prize-splitting language and seeks adoption of multistate rules for a new Powerball X's and O's game.
Lingle said updates to Millionaire for Life specify how grand-prize cash options would be divided if there is more than one grand-prize winner and make a handful of changes to second-level prize language and caps after a multi-state risk analysis.
On Powerball X's and O's — a partnership between Powerball and the NFL — Lingle said the proposed game is a $5 play with a rolling jackpot that starts at $1,000,000 cash. The game uses an 8-of-32 format that displays NFL team logos instead of numbers, will draw once weekly on Sundays and includes a second-chance entry for NFL-centric prizes ranging from nfl.com gift cards to potential Super Bowl tickets.
Lingle asked the committee for support; committee members asked no substantive follow-ups. Representative Muckey moved and Senator Howard seconded deeming the rulemaking process complete; the secretary recorded five ayes and the chair declared the motion carried.
