Greenwood approves 2026 mill-and-overlay program, microsurfacing and several equipment contracts

Greenwood’s board approved multiple paving- and pavement-management actions on July 8, including a contract with Tandem Paving Company for the 2026 mill-and-overlay program, authorization of a proposal with Vance Brothers for 2025–26 microsurfacing work, and an equipment quote to replace worn tracks on a Bobcat T770 track loader.
Public works staff described the mill-and-overlay scope as six streets prioritized during the budget workshop (sections of Ransom Road, Browning Road, Aspen Drive, Birch Drive and 5th–7th Avenues South, plus a Woodland Road segment funded by street-dedication fees). Staff said Tandem submitted the lowest bid and referenced comparable work the firm completed for nearby Lee’s Summit. The board approved the Tandem contract by voice vote.
The board also authorized a Vance Brothers proposal to continue microsurfacing work carried over from 2025 into 2026 and approved an equipment quote with Owen LLC (doing business as Diesel by Day) to replace Bobcat tracks; staff said the Bobcat has 13 years of operation and the replacement is urgent. Council adopted a budget amendment (Ordinance 2026-3149) to add $113,000 to the FY2027 transportation fund to cover Vance Brothers work and related carryover costs; roll-call votes were recorded during the ordinance reading and the ordinance was adopted.
Staff noted they had pursued multiple bids for stormwater and paving work generally and that some projects were being phased because of budget constraints; in one case the board tabled a stormwater pipe contract on Meadows Lane pending additional bids.
