County to seek MoDOT soft-match credit for Greenbridge; commissioners approve request

Christian County commissioners approved a request from the highway administrator to seek up to 80% soft-match credit from the Missouri Department of Transportation for costs the county paid on the Greenbridge project.
Miranda, the county's highway administrator, told commissioners the county transferred ARPA funds to local funds prior to construction and now seeks MoDOT reimbursement in the form of soft-match credit. "This request is for just over 3,000,000," Miranda said of the 80% soft-match value the county would receive if MoDOT concurs with its documentation. She said the submission includes photos, pay requests and engineering certifications and that staff placed the request on county letterhead for signatures.
Commissioners discussed whether to keep the soft-match credit for future projects or sell portions of it to other counties. Miranda said soft-match credits have sold for as low as 50% of face value and up to 80%, and that selling some credit could provide $1.5 million at a 50% sale rate to fund smaller local projects such as box culverts and low-water crossings. Commissioner Jackson said holding credits beyond what the county can use is not helpful and supported selling some if appropriate.
Commissioner Jackson moved to approve the request to apply for the soft-match credit; the Chair seconded the motion and commissioners approved it by voice vote. Miranda said she will bring a signature copy for commissioners to sign following the meeting. The county noted that MoDOT will review receipts and engineering certifications to determine the actual credit awarded.
